Mr. Arland has been with MRCE for over 22 years, following active duty with the U.S. Coast Guard. He was admitted to the Partnership in 2007. He holds an MSCE from Drexel University and a BSCE from the U.S. Coast Guard Academy, where he was commissioned an Officer. He is a licensed Professional Engineer in New York State and is Health and Safety trained under current OSHA regulations. He has authored papers for leading engineering publications and is often invited to speak to organizations in his fields of expertise. He is a geotechnical engineer who has directed some of the firm's most notable and award-winning projects. He has extensive experience managing a wide variety of high profile, large-scale projects for both public and private sector clients including tunnels, building and bridge foundations, underpinning, support of excavation, dams, bulkhead and wharf structures, and marine outfalls. In 1997, he was named as one of Engineering News-Record Magazine's Top Newsmakers for his role in the design of the Ponce Ocean Outfall, in Ponce , Puerto Rico , then the world's deepest outfall.

He has specialized expertise in micropile and drilled pile foundations, in tunnels, building and bridge foundations, underpinning, support of excavation, dams, bulkhead and wharf structures, and marine outfalls.
